10 So the LORD said to Moses, 11 “Go in, tell Pharaoh king of Egypt to let the people of Israel go out of his land.” 12 But Moses said to the LORD, “Behold, the people of Israel have not listened to me. How then shall Pharaoh listen to me, for I am of uncircumcised lips?” 13 But the LORD spoke to Moses and Aaron and gave them a charge about the people of Israel and about Pharaoh king of Egypt: to bring the people of Israel out of the land of Egypt.
14 These are the heads of their fathers’ houses: …………
26 These are the Aaron and Moses to whom the LORD said: “Bring out the people of Israel from the land of Egypt by their hosts.” 27 It was they who spoke to Pharaoh king of Egypt about bringing out the people of Israel from Egypt, this Moses and this Aaron.
Comment: Circumcision of the heart is something to be sought after. It is figurative speech expressing have done away with evil and having a heart set upon obedience to God. Although some have come up with physical deformities of the mouth requiring surgery (eg tongue tie causing lisping), I think that it is a figurative term in which Moses is saying that he is not trained in public speaking and thus he feels inadequate to enter the court of the highest ranked man certainly in Egypt and possibly in the known world! God doesn’t accept Moses’ excuses but orders him to go and speak God’s message to Pharaoh. I have next replaced a list of the important heads of the houses of Israel with ……… If you wish you can read the list in your Bible Exodus ch6 v14-25. The list is important in that it firmly plants Moses and Aaron in time and space. The Israelites kept thorough and complete records. Moses and Aaron are not figments of someone’s imagination. They wore sandals and walked in the dust of Egypt, – they stammered and lisped a bit but they were real people about to deliver God’s words and cause staggering miraculous events which liberated the Israelites from a very unwilling Pharaoh’s grip.

Thank you Barry for your comments on this passage. The NIV Bible uses the words “faltering lips” when Moses spoke about “uncircumcised lips”. I believe, as you wrote, that Moses felt inadequate to speak to Pharaoh who was the highest rank person possibly in the world. And the genealogy gives proof of their existence at that time and place.
